How it works
Each sign has a ruling planet. Your Rising sign, therefore, has one — and that planet is promoted, in your chart, to running the whole thing. An Aries Rising is ruled by Mars, so Mars becomes the lead: wherever your Mars is, that is your engine room. A Libra Rising is ruled by Venus, so the whole chart is led through relationship, balance and taste, wherever Venus happens to fall.
It does not replace the rest of the chart. It gives you a place to start — the first thread, the character whose story sets the tone.

The traditional rulers, and why they differ elsewhere
There is a genuine split here, and it is worth naming plainly. Cosmiclogy uses the traditional rulerships — the seven classical planets, as Vedic astrology does. So Mars rules Scorpio, Saturn rules Aquarius, and Jupiter rules Pisces.
Modern Western astrology reassigned those three signs to the outer planets discovered in the last few centuries: Pluto to Scorpio, Uranus to Aquarius, Neptune to Pisces. Both approaches are coherent; they simply start from different assumptions. If a Western site tells you your chart ruler is Pluto, and Cosmiclogy says Mars, this is why — neither is an error, and a site that does not tell you which scheme it used has left something out.
